While many states have instituted ballot initiatives and referendums, by which the people can directly influence public policy decisions, the national government has never adopted such mechanisms. The republican system of representation established by the Framers remains largely intact.

of governmental powers
into three distinct branches, the creation of a
federal system,
and the flexibility that is built into that system.
